XBL Messaging

Anyone know how to send messages to people on XBL without making them a friend?

There used to be a way to do this, but doesn't seem to work now.

I wrote in the find clans thread

goto the website xbox.com or whatever, sign it and send a message to a gamer tag. I think it used to work that way
